Things like the current dispute between Mid-Atlantic Cooperative tracks and Magna/TrackNet don't help either. Were there other disputes of this nature that interrupted the connectivity of the wagering network? If prevent someone from wagering on Gulfstreams opening day for example, and they had a couple of hundred to play with that day, there is no guarantee that they are going to put that in play at other tracks.
It had to have some effect, though probably not huge.
