I'm really worried this won't get passed. There is too much fanatic opposition to adding more gambling outlets (hence the proposal to put a tax on lotto tickets instead); and some want to try and use federal stimulus funds to balance the budget and get us out of debt - eliminating any "states share of VLT's to put us in the black year after year" argument. And McConnell will go whichever way the wind blows - he's not fully aggressive for the horse industry interests. Hope I'm wrong.
