Why not? The federal govt has zero control or accountability, why should the states be any different?
If pork money had been used to pay down debt in states, they wouldnt need pork. Why do you insist that the stimulus money is going to actually stimulate the economy when it most certainly wont
The Federal money given to the state is almost entirely used for social programs or for unnecessary short term projects that are hardly crucial. Think CA wouldnt be better off using their stimulus money paying down its debt ?
Paying down states debt would be far more beneficial for the states population as a whole but it isnt sexy, it doesnt win the votes of the socially needy and the Federal govt wouldnt get much credit.
