As you mention, it's going to rain all day, and the heaviest rain, according to weather.com will be from 1:00 p.m. to 4:00 p.m. So I really can't see them keeping the races on the turf.
As hockey mentions, the card is pretty much ruined if the two races are taken off the turf, but it may be a necessity.
