The original poster was talking about NJ, unless he got his facts mixed up. NJ is trying the same thing as Delaware, and the lawsuit is already filed. Their state government is moving on this as well:

NJ has a MUCH tougher set of hurdles given the dumb choices made there 16-17 years ago.
