The mare owner keeps the foal so he or she PAYS for the stallions service. Why would a stallion manager/owner give away what they can sell for alot of money.
Some operations to "foal share" deals which can and do take many forms. The owner of Rags To Riches or or Rachel or any top mare must pay a fee to the stallion owner to get a foal from her.
