That's true if you had 4 horses at 8-1, 2 horses at 6-1 and 2 horses at 4-1.
But you
could have 8 horses at 8-1, and all the rest would only have to be around 38-1 each.
If there is one horse at 7-2, one horse at 5-1, and 6 horses at 8-1, the other 12 would have to be about 88-1.
