But the payouts are definately intriguing and at those prices it would only take one to make the meet a profitable one.

Yes, they are this brutal most of the time and yes, the cheaper horses are less formful. The big fields at Tampa are their drawing card for value players. Tough place to get a handle on, but as you noticed, the payouts are very nice most of the time.
