Pretty much the way I read it. How he isn't banned for life from the track and his license revoked is a travesty.
It just says that they would likely lift the suspension that would allow him to resume practicing veterinary medicine under a stay of the original five-year suspension, which I'm assuming means nowhere near a track for 5 years, but certainly on race horses
