I looked into it, as my initial reaction was similar to yours, but I was assured that in walking the course they felt it would be a mistake to run two races on either course today.
Obviously they lost arguably the best betting race of the day, and thus real revenue from handle, and they did not want to take the race off. However, the decision was not made flippantly.
