I understand that they weren't the ONLY group persecuted. You can call it a "culture" if you like but it is a culture based around their religiion. Cant we use that "culture" thing with catholics or mormons or any other religious group?
What differentiated them from the others, why they were selected, is because of religious affiliation. So to say "religion" had nothing to do with it is just dumb.
