There has always been some hanky panky doings where money is involved, however the small tracks have increased the number of small stables because of slot money and state added money for state -breds. These small time operators days are numbered, because the reasons are to numerous to state here, a couple are vet bills , and fuel to trailer horses around from local barns to track. I predict a number of tracks will closed in the next five years if no slots and the new michigan track will have problems getting quality horses.
Look at mountaineer's purse structure, one of the highest in country for that level of races, yet still second rate horses.
