and yeah, they should have a graduated scale. but multiple offenses shouldn't still just get a week or two off-and then the horses stay in the barn while the trainers' off on 'vacation'.
maybe fines based on percentages of money won-there's got to be real punishment, else where is the incentive to do things by the book?
