That's where the threshold is now in all countries that test.

Brown thinks that threshold should be lowered. It most likely won't be (based upon the past 20 years of TCO2 knowledge and experience testing), so he's out to expose the trainers who he thinks are "cheating" by having higher TCO2 levels than other trainers, but who are below the currently established legal limit.

LOL - no he hasn't. There's 25 years of detailed research publically available regarding TCO2 in the horse business on google. The guy sells fugures for a living.
