I don't race in CA, but I was under the impression that CA allows race-day bute, which in fact would be very different than NY.
Fortunately, I don't have to worry about any of this, LOL.

It can be in the horse's system on race day at certain levels. But the administration has to be no later than 24 hrs prior to post time. It cannot be given race-day.
The difference in denotation may simply be that in CA the trainer is obligated to announce the administration of the drug to the state veterinarian (for the purposes of post-race testing). In the event that a trainer fails to report it, and the horse gets tested, and is found to have
acceptable levels of Bute in its system, the trainer is subject to being fined even though the horse was given Bute by the rules.
