On the surface, that's correct. But what if a horse was vastly overmatched in his previous race and it wasn't a correct indication of his class? For example, Rick's Natural Star. Remember him? Just because he ran in the BC Turf didn't mean that he was of that level and so if he had come back in a claimer next out, would he have been taking a class drop or would it have been a case of going back to where he belongs?
