Was this due to an admission of guilt by the State as to how VA Tech handled that day, or was it for other reasons?

It wasn't every family who lost a child but a good many of those and the injured who lived which in itself is a very under reported story. Some editorials view this as a way to cut down on future law suits by narrowing the number of families who are eligible. It is by no means the final word here and the state has not publicly admitted guilt.
