I just went and looked it up. Should have known NOT to listen to TVG.
This is from Kee site on rules dated 3/25/08:
Pick 6:
- a. In the event of a late scratch after Pick 6 wagering has concluded, the bettor receives
the actual post time favorite as evidenced by the amount wagered in the win pool at the time of the start of the race.
b. In the unlikely event the condition of the turf course warrants a change in racing surface, see "c" above.
So yes it does go to favorite at Kee, there would have been no confusion without TVG.
