No. The mare must have foaled in KY, otherwise he would be an NY bred. That rule is pretty straightforward in terms of breeding to a stallion based in NY and becoming a NY bred. However, he could be eligible to run in the NY Stallion Stakes Series if he was nominated as a weanling.
