tony dungy has been straight up that his job is to do what's best for his team. he'll rest the starters. i'm sure the cowboys are making the same calculation.
i don't think there's any outrage because teams like the browns put themselves in the position of needing help. it isn't indy's fault and it isn't their responsibility to risk their own playoff chances to give the browns a shot.
