He let his liscense expire , that is why he has to re-apply . By letting his liscense expire he no longer was subjected to drug tests at all , he didnt have to report to anyone, now as I see it , if a person was truly sincere in saying that they are clean and all they want to do is ride then why would they not re-apply for their liscense when it expired . Oh maybe it would be because while their ribs were healing up they could do whatever they wanted and well hell as long as the knee hurt I might as well not re- apply because then I would have to go test and not that im doing a ny drugs that I dont want to go test its because my knee is sore and I cant ride . LOSER
