I have a NY owners license and have always just flashed it to the lot attendant (owners lot) for admittance - I've never needed a parking pass..from out of state so I can only vouch for Aqueduct and Saratoga...don't know if the rules are different at BEL...

I went through the National Racing Compact as I'm licensed in WV and here in FL as well. I'd recommend them highly, you can extend the NY license to 3 years for an additional 75.00
