NYRA can not control STATE law that mandates where customers may have ADW accounts. Most states limit / restrict account wagering it is not NYRA, Youbet, Brisbet or Expressbet it is the GREEDY state legislatures that are restricting what accounts you can and can't use. Ture there is infighting with the track signals / content but that doesn't necessarily impact who you can wager with.
For example I think in NJ residents are only permitted to wager online using a NJ wgaering account, but you can pretty much place a wager on any race that has a simulcast agreement with the NJSEA.
There are two issues here:
1. State law mandating what accounts residents may have, this could probably be overridden by a federal law unfortunately that is unlikely to happen.
2. The exclusivity agreements and fees paid for the tracks signals. This is want TVG, Tracknet and Youbet are fighting about.
