The problem to this problem is so easy. Close the pools 2 minutes before post. If a wagering outlet does not transmit their data before the last horse is entered into the gate then their transmission is denied and all bets are off from that particular wagering outlet.

I loved the idea that tracks closed their pools a couple of minutes before post after the pick 6 scandal.

But like we talked before Sunday, I am sort of sick of the huge drop in odds on a horse. I wonder if the wagering outlet is waiting until all wagers are in before they send their transmission. So their transmission could be $1000's of dollars. I am not real sure how all of this works, but it is getting a little bit discouraging.
