Here is an article that talks about how much better the system is in Hong Kong when it comes to ensuring that trainers don't cheat. No system is full-proof, but the system over there makes it much tougher for a trainer to cheat. They mention Biancone in the article:
"True cases of doping here are so rare that everyone still talks about the last one: A French trainer, Patrick Biancone, was asked to leave in 1999 when his horses tested positive for a muscle relaxant available only in France. Biancone said he was set up by his enemies."
