Actually, the baggy pants style began in prison, but not as a sign of sexual availability (that's a myth)- it's because prisoners are often assigned prison garb that is a few sizes too big and belts are forbidden. So it became a way of gaining street cred and then found it's way into mainstream fashion.
With the extreme homophobia in much of the African-American community, it's not likely a sartorial choice based on that sort of sexual availablity would have been so thoroughly adopted by young men.
