I think u have it right. Without Hester, Chicago gets nowhere close to the Super Bowl. Dante Hall almost single-handedly carried the Chiefs for a while. Desmond Howard was a Super Bowl MVP wasn't he? Eric Metcalf anyone? Not only has the position become an impact spot, guys are much more able to come in and make an IMMEDIATE impact from those positions. A guy that plays strictly at wide receiver, say he catches 80 passes a season. That's five a game. Maybe he gets about 8-10 carries a year on reverses. So u have around 90 times a season that he handles the ball. A guy that handles it on punts and kick returns and also as a receiver has many more chances to make an impact on a game. Last year, Donte Hall handled the ball 115 times. The year before that, it was 154 times. Devin Hester handled it 79 times last year and didn't even play on offense. I would want my most exciting and potential game breaking players to handle the ball as much as I can get it in their hands. In my opinion, Ginn has as much chance to be an impact player as Johnson or any other player does.
