For a lot of the 3yo preps an early nomination to the main race automatically nominates you to all the preps at that track. So when you see a list of nominees at a Santa Anita prep and there are only a few horses it just means that those are the horses that nominated to the prep but haven't been nominated to the Santa Anita Derby.
