not a big deal to me. it was a common practice to 'declare' as well as for jocks to split purses when they rode part of an entry. one case in point is the race in which bewitch defeated coaltown and citation. why beat up a horse to win with the other, if you owned both? why try to win the battle and maybe lose the war.
so kayak came second. so his jockey thought his could have won had he had the chance. by the same token, kayak could have come up to seabiscuit and biscuit taken off again--just like he did with war admiral.
just another in a long line of supposed conspiracies. and much ado about nothing.
