Not entirely clear whether this might be a negotiating position by CDI to try to prod the Louisiana legislature and/or Racing Commission into granting it some relief over a state Supreme Court ruling that invalidated the operation of what are called "historical horse racing machines", which I think are a type of slot machine and a significant source of revenue to CDI at not only the Fair Grounds but also at its OTB's in the state. If so, this represents a hardball style of negotiation.
The winter racing season wouldn't be the same without the Fair Grounds.
