Perhaps because there are no MTO's. However, both races 4 and 11 are oversubscribed and have also eligibles, since the starting gate will only hold 12. The Equibase entries list them as such.
I'm sure that there could be a couple of horses entered in turf races by canny trainers who are only there with the hope that the race will come off of the turf. Every so often you can spot such a horse while scanning the pp's. They don't have to be classified as "MTO's" to fall into the "I'm really hoping that it rains and the race will come off of the turf because my horse loves the slop" category.
