Don't we see that all of the time? The best betting races are very often not the stakes races. Owners and trainers of stakes level horses must see more money from post career breeding and plot a path to reach that goal by not running in races where they are likely to lose. So they run less frequently. Owners of claiming horses have to run them as much as possible to pay the bills and that leads to fuller fields.
