Quite a few of the will-pays are over $10K for a $2 bet, including some exactas with the #3, 5, 7, 9, 10, 11, 12, 15, 18, 19, 20, 22, or 23 in the first position. With the current $33K in the pool, there can't be more than $4 bet on each of those >$10K exactas, so at the current pool size the next $2 bet on any of them would drop the payout by at least 1/3.
