That is something missing. A question if the jockey should be reviewed by the stewards for something he/she did, such as wrong side whipping, herding, failure to stay in path, etc. That would be informative on survey too.
I think the most difficult part is public perception. If someone who bet on a horse gets DQ'd they are naturally upset. The person who bets and gets put up are happy. The public who watches very often has a stake in the result. A difficult situation.
However public perception of some sort of consistency across tracks and jurisdictions would go a long way with the public. I'd like to see a race in NY, Cal, KY, Fl all present consistency. I think that would be better for the public.
