Your best bet is Tampa Bay Downs. They have a Sports Gallery where you can order food and drinks and have your own TV at your table, along with private tellers so no lines.
You can get a carrel in the first floor of the Clubhouse as well if you are ok with getting your own food/drinks and betting at the regular windows.
Depending on the day (usually any time except Tampa Bay Derby Day) you can reserve a private box with it's own TV as well.
Derby Lane in St. Pete is ok but don't think you will have the options (I've bet the BC / Triple Crown races there in the past, no carrels or private TV's).
The old Tampa dog track is now just poker but I think you can get a bet in there, but I'd avoid it all together.
That's it I think there's a dog track in Sarasota but haven't been.
