Common thread with many of the non Rock n Roll HoF bands is that they excelled at 'pop' music. Very formula-like, solid singers, quality musicians, and usually great showmanship. As with all Halls of Fame, you can't admit everyone.
My favorites, 'Mama Told Me (Not to Come)', 'Liar', 'One', 'Temptation Eyes', 'Hush', 'Highway Star', and 'Woman from Tokyo', each remain great tunes for me.

I love "Temptation Eyes." The first time I saw the Monkees, the opening acts were Herman's Hermits, Gary Puckett and the Union Gap, and the Grass Roots. Ran out to buy Herman's Hermits and The Grass Roots Greatest Hits the next day.
Gary Puckett's songs all kind of sounded the same. "Young Girl You'll Be a Woman Soon." I see a pattern here. And it's kind of creepy.
