Seems strange that Fair Grounds doesn't already have slot machines, but maybe it has to do with how the gambling laws were written. Maybe their law only allows riverboat casinos. I'm pretty sure that's the way the gambling laws are written for the State of Mississippi which is a bit of a joke. Some of the riverboat casinos are actually in the Mississippi River and some of them are built on barges that are in a large moat which is not connected to any body of water like a river.
Here in Arkansas, we went through an evolutionary process that included historical racing machines which are slot machines, but I think the way that they got around the law in this state was that the law said that games of chance were forbidden. The argument that was made by the supporters of historical racing was that the machines had a small window that showed an actual horse race and therefore were not a game of chance since the outcome of horse racing can be predicted. Didn't matter that you still were randomly selecting a runner. Amazing how people can come up with such BS. I guessing that the Louisiana Supreme Court wasn't buying it. Those Cajun folk are more sophisticated than us rednecks.
