dumb exotics payoff/charts question

Why do the charts show the payoffs with the dime super at the bottom?

The exacta and tri are first and second (verticals) then all the horizontals then the super (a vertical).

Any reason?

A quick sampling shows that not to be the case. But then I also noticed that for at least one track that I normally don't play, the SUper is not on the bottom. So perhaps it's random.
