pk 3 will pays

yesterday at fair grounds quarter meet the pk 3 will pays was showing the same price for all horses. how can that be. the odds are all different on the horses. the pk 3 was for race 6/7/8. pd.531.60 and the pool was only $354.00
so how does that work?

After their first day, no one hit the pick six, so there was a carry over of $76.
