Even if the trainer has zero intention of racing at an NYRA track?

It was terribly thought out. Just another case of racing commissions trying to do something positive yet being arrogant enough to do so without any practical knowledge of what they are doing.

Seems like it falls under illegal search and seizure laws.

All these silly rules and regulations...

If Racing Boards and Commissions would simply enact (and enforce) some stringent penalties to those who choose to cheat, things will correct themselves rather quickly.

I for one support lifetime bans for trainers, prison time, and severe fines for the owners etc...

Most people choose not to commit crimes or cheat their fellow man because they have been raised with a moral code. For those who lack that moral code, punishment is the next step in deterrent of committing these crimes.

Racing has always had its share of the less than desirable types, it just seems that these people currently are enjoying an ALL time high of success in racing. To thwart this, more bureaucracy and red tape is not the answer, the penlty phase needs to be made much more severe that it will encourage these people to straighten out.

Did you ever notice that the Delaware/Philly horses that ship into Belmont never seem to reproduce those BIG BSF's they achieved 100 plus miles away.. I have a feeling the air quality in Delaware really helps those Lake, A Dutrow, and friends a lot!

Good thing for your boy Ness that Presque Isle Downs is over 100 miles from NY.

yeah the air is different there. I dont know why they dont just make you sign an agreement saying that if you want NY racing privileges then you must allow your horses to be tested anytime, anywhere in the US but send the testing people to the horses to collect samples, not the other way around.

Where I work they come to you. You just get back fromt he restroom and they are waiting for you at your office and want you to do it all over again.

Standardbred interests in New York have won a temporary restraining order against the New York State Racing and Wagering Board that will prevent the board from implementing a new out-of-competition testing program until a judge can hear arguments for and against the new policy.

The temporary restraining order was issued on Thursday by the New York State Supreme Court after the Standardbred Owners Association of New York filed a petition to block the program, which would have authorized the board to conduct unannounced testing of Thoroughbreds and Standardbreds prior to races. The rule would have also authorized the board to compel trainers within 100 miles of a New York track to present their horses to board veterinarians for testing even if the trainers were located outside of the state.

You would hope they ran it by their lawyers before they announced it wouldn't you?
