asking for help

i bet a pick 4 today at aqut. in the 7th race
the pick 4 consisted of the 7th thru the 10th race
i bet the 8 horse in the 7th all in the 8th 2 in the 9th and 4 in the 10th

the 8 horse in the 7th was scratched after i made the bet
so i automaticly figured because it was the start of the bet
i [7th race] i would get my whole bet back thru refund that didnt happen
does anyone no the rule?
should i have got it the refund ?
