Aqueduct spill

I thought there was a rule in NY that if at least 50% of field did not finish the race, then the race was declared a no contest. Clearly I am wrong since 5 of the 7 in this race went down and there was a payout.

Am I crazy, or is this an actual rule somewhere?

What are we pushing for now: refunds for breakdowns/falls?

Let's add the DO OVER to racing.

I'm not pushing for anything. I'm asking if this is a rule anywhere.

As far as I know it is a rule in California. I remember working as a mutuel clerk and there being a refund in a race at Bay Meadows where 4 of the 7 horses went down. Made for some serious stooping afterwards.

Just watched the race. What a horrible looking spill. I'm sorry to hear about the horse Private Details. It's a nasty part of our game. Thank Goodness none of the Jockeys sustained any life threatening injuries.

What race was it in?
Does anyone have the video?

I think there was a race at Del Mar just a few summers ago that was declared a "no contest" because most of the field was impacted by a breakdown on the far turn. The owner of the winner brought action against the CHRB.
