Suffolk pick 3 payouts

Can any of you Suffolk players explain something to me. I'm looking at the Suffolk payout figures and (according to Brisnet's newsletter, the Handicapper's Edge) the average payout for a pick 3 there is $728.43. This is even larger than the average pick 4 payout there, which is $577.70. What's even more strange is that the favorite wins there at a fairly high 46%, is in the money at 74%, and the average winnning odds are 4.60-1.

By comparison, Belmont's average pick 3 payout is $498.10. The favorite wins 39%, is itm 69%, and winner pays on average 5.09-1.

Philadelphia, Pick 3 averages $607.11, favorite wins 33%, itm 68%, winner pays on average 5.35-1.

So, with Suffolk having the favorite win more often than most other tracks, and with the winning odds so low, how can it have such a high pick 3 payout? Was there some kind of insanely high pick 3 payout that skewed the average? Are Brisnet's figures wrong? Or have I found a valuable place to play the pick 3?

Suffolk is more of a WPS track if I've ever seen one now...I was there yesterday and their whole campaign is to bring new people to the track and good for them, it's working. I was behind more people betting $20 to place on a horse than I care to divulge. There were lots of kids at the track with their parents etc...nice for track business.

I know this is re: pick 3, but check out yesterday's pick 4 @ SUF, which was as easy as a pick 4 could be, longest price home to win was 5 or 6-1 w/ three at 5/2 or less, paid about $950 for $1.
