Pretty classic, given that tracks make money just for holding our money sometimes less then 1 minute, and then distributing it right back to the smart/lucky people.

I believe he is referring to horse ownership/breeding when he talks about the inefficiency.

That was the impression I got as well being that he was talking about breeding and selling horses.
