Can a horse win by a hoof?

I have one of the Sunwon pictures (working out at Churchill on the back stretch)as my desk top and noticed her leading hoof is actually ahead of her nose. So that begs the question of whether in fact if this is true, can a horse win by a hoof? Ever happen? Do they only look at the head? What's the rule?

Just another stupid question thought of by:

The winner is determined by whose nose crosses the finish line first

Picture is not distorted but I guess Chick07 has answered the question. So if that's true a horse can win (be accross the finish line first and come in second)

New York State rules of racing:

4023.5. Photographs of the finish.

A camera selected by the association conducting the meeting, if approved by the commission, shall be used to make a photograph or photographs of the horses at the finish to assist the placing judges in determining their positions as exclusively indicated by their noses.
