Pick 4 question

I bet a pick 4 at Churchill today. In the last leg, the 12 horse scratched which is one of the horses I picked. Do I get the post time fav to replace the 12 horse?

I know I would get the fav in NY, FL and CA but not sure about KY.

SOme place I thought you got 3 of 4 with a 10% pay out of the take. I could be wrong but I remember something paying out like this.
