I'm not really sure what else they could do. The 1 was a valid DQ as he started before the others regardless of him rearing up. The 2 was a valid non-starter as the starter had a hold of his bridle. There is no jurisdiction in the country as fair as NY in declaring non-starters. I disagree that NY has the worst rules in the country, FL is far worse for one.

Why did they start the race?

The right thing to do is pay a guy to hold a flag at the start of the turn to let the jockeys know a dq has happened. This is what occurs in real sports. A gun shot, flag etc. ANYTHING.

That was ridiculous. Amateur hour. For a stakes race for crying out loud. During a pick 4 where they advertise and entice guarantees.

Embarrassing.

A rule is a rule so I have to live with it but they need to take a look at that rule. The bettor should not be punished for a ****up by starter or gate crew that wipes out the bettors interest at the start.

I didn't think the starter had a hold of the 1, but if you saw that then you are right the 1 should have been declared a non-starter. If there is a problem here I don't think it is the rule that is the problem, rather the interpretation of the stewards would be. I can't see how you can reward a horse who started before the others.
