I would bet that the decision was made long before that. The NFL is about the cap. The Steelers ownership's wealth is pretty much the steelers. They cant afford to play the cap games that owners like Snyder or Jones by giving big bonuses and spreading the hit out over a long period of time. They have to be really selective about the players they do that for.
An orgainization like the steelers doesnt plan year to year. You make salary cap planning years in advance. Ward's contract was up after the 2005 but after being the 31st highest paid receiver in the NFL, he was certain to hold out if they didnt give him a new contract and his agent had pretty much already said so.
So what was the choice? Ward or Plax. You couldnt keep both. And if that were the case, Ward was the much better player. Hands down.
What does that have to do with character? If he was a "character issue", they wouldnt have taken him at any price. How many of those guys have they tolerated over the years? I cant think of many.
So forget how it was being spun for just a second and look at the facts.
